No. Noooo. You achieve increased consumption by subsidizing. You don’t make things cheaper by rationing…grraagrr.
Government’s “solutions” are to subsidize and fix prices. This economic buffoonery inevitably causes shortages. Government’s response to shortages is always rationing, since the only alternative under the aforementioned restraints is depletion or further subsidization of suppliers. Rationing is not employed to “make things cheaper,” it is a consequence of an increase in demand (or quantity demanded) without incentives (or, more precisely, obstructions to incentives) to increase supply.
